Phil Cooper is a proud Gunditjmara man completing a Certificate III in Civil Construction (Plant Operations) through National Skills Institute while employed by Wamarra, an Indigenous-led civil construction organisation. 
 
In just 2 years, Phil progressed from labourer to leading hand, applying his training across live projects while coordinating crews, managing safety and solving problems on site. His practical skills span earthworks, drainage, concrete work, plant operations, plan interpretation and risk management. Balancing full-time work, study, leadership responsibilities and fatherhood has strengthened his discipline, resilience and confidence.  
 
Phil also completed the Bulabul Leadership Program and Mental Health First Aid training, supporting colleagues through challenges and mentoring newer workers.  
 
Beyond work, Phil volunteers at a local community house, maintaining gardens and completing repairs.  

Through his leadership, community service and cultural pride, Phil is helping pave the way for more Aboriginal people to build rewarding careers in civil construction.
